Russia is making a concerted push to cultivate its own artificial intelligence workforce. But the effort faces two brutal headwinds: scarce access to AI hardware and a brain drain that keeps pulling top technical talent out of the country.

The initiative was spotlighted at Russia's annual Data conference, held in the southwestern outskirts of Moscow in early April. The event underscored just how serious the country is about closing the AI gap — and how steep the climb remains.

Without reliable access to cutting-edge chips and infrastructure, training competitive AI models becomes a grind. Losing skilled engineers and researchers to other countries compounds the problem. You can't build a domestic AI ecosystem when both the tools and the people keep disappearing.
